MoMi Study Progress Monitoring
The Modern Migration Policy or MoMi, is a part of Dutch Immigration Law, and it covers the study progress requirement for non-EU/EEA students holding Dutch residence permits for study. Generally, it requires students to obtain at least 50% of the required credits for each academic year. Please refer to the information below for how this law translates to your programme:

1. If you switch to a different study programme, this requirement remains unchanged; with a negative MoMi you cannot enrol in a different study programme within TU Delft.
2 If you have been unenrolled for a portion of the academic year, the MoMi requirement applies for the period in which you have been enrolled as a student proportionally. This particularly applies to students taking a gap period.
TU Delft monitors your study progress each academic year and notifies you in case you have not obtained sufficient credits. TU Delft is required to inform the IND about insufficient study progress. As with the other requirements, your residence permit will be revoked by the IND if you fail to comply with these conditions. In some cases however, unforeseen circumstances might hinder study progress. Therefore, if a student can provide us with sufficient proof for an excusable reason, an exemption will be considered.
Do keep in mind that insufficient study progress will have to be caught up with later on, in order to successfully complete your study programme. Study delay may therefore result in financial consequences if it requires you to remain enrolled for an additional amount of time. In such cases, you will have to keep paying tuition fees and meet for the duration of your extended enrolment.
Am I eligibile for a MoMi exemption?
Dutch law on higher education distinguishes a set of valid excusable reasons for study delay, which also apply to exemption eligibility for MoMi study progress:
• Illness
• Physical or sensory impairment or other disability
• Pregnancy
• Exceptional family circumstances
• Board duties
• Inability to study
If you foresee study delay due to one of these excusable reasons, please get in touch with the academic counsellor of your faculty as soon as possible for further assistance. Please be aware that you can only use the same excusable reason once for an exemption for the MoMi study progress requirement. Therefore, if circumstances persist for more than one academic year, you might want to consider a gap period until these are resolved. The academic counsellor of your faculty can advise you on this as well. Use of the excusable reason ‘disability’ is also legally limited to one time; there are however other ways to be supported in your studies that can be used to prevent or remedy problems and help you meet the 50% requirement. If your lack of study progress is due to a larger study project (i.e. internship or thesis) for which credits cannot (yet) be registered, your course of action depends on your timeline. If you are finalizing the project and obtain the credits within the current academic year (before 31 August) no further action is required, except for making sure the credits are registered in the system. If you finalize the project after 31 August, you will have to re-enrol in the next academic year; therefore you will have to participate in the exemption process and submit the required documents.
How do I apply for a MoMi exemption?
If your study progress is insufficient due to a circumstance distinguished above, you need to submit a request for exemption in order to retain your residence permit for study and continue your studies; this request including all documents required is due before August 31st of the academic year the request pertains to. Please submit the MoMi Study Progress Monitoring Form (including the relevant documents) to momi-esa@tudelft.nl before this deadline.
The following documents are required for all exemption requests:
- MoMi Study Progress Monitoring Form;
- An OSIRIS overview of ECTS obtained;
- Your statement, clarifying the excusable reason and how your study progress was affected;
- A study plan for the remaining credits.
Additional documents depend on the excusable reason applicable to your situation:
- Annex 1: The academic counsellor of your faculty statement for all excusable reasons - with the exception of graduation or internship, for which cases Annex 2 is required instead;
- Annex 2: Supervisor statement if your study delay is a result of unregistered credits within a larger project, i.e. graduation or internship;
- An official statement from a psychologist or doctor in Dutch or English, in case of psychological or physical illness or disability;
- A statement from your doctor in case of pregnancy.
Please be aware that incomplete applications cannot and will not be processed. TU Delft will start reviewing study progress and exemption requests in early July. Submitted exemption requests are handled by the Student Administration department under advisement of the corresponding faculty. You will be officially informed about the outcome of your MoMi request as soon as possible, but no later than the end of October.
After reviewing your request and reaching a decision, there are two possible outcomes of the exemption process:
- Objections upheld: You have not fulfilled the MoMi study progress requirement but this lack of study progress is sufficiently explained by a valid excusable reason. You will be granted a positive MoMi decision with an excusable reason, enabling you to stay in the Netherlands and continue your studies. In case your residence permit requires an upcoming extension, please take action accordingly.
- Rejection: You have not fulfilled the MoMi study progress requirements and this lack of study progress is insufficiently explained by a valid excusable reason. You will receive an official letter to notify you of our decision to reject your request. After this decision, TU Delft is required to notify the IND. The IND will revoke your residence permit as a result and you will no longer be allowed to reside in the Netherlands.
