The TU Delft institutional plan provides direction for the choices we make together over the next six years. The plan is not only a plan for the future, but it also gives a description of who and what we are, and want to be.
TU Delft wants to be a university that is socially relevant and provides education, conducts research, and realises innovation of high-quality. The plan paints a picture of how we can do this even better in the coming years. A safe, diverse, and healthy university community and a sustainable campus environment are key to achieving this.
The institutional plan places a selection of 16 initiatives on the “Strategic Agenda”. In the coming period, these initiatives will be developed into concrete sub-plans.

At TU Delft, we want to contribute to solving societal challenges with high-quality education, research, and innovation activities. This is how we realise an impact on society.
Sustainability is central to everything we do, so we are well on our way to a sustainable campus in 2030 and we contribute to the climate objectives with, among other things, education and research through the Climate Action programme.
The subtitle builds on the substantive direction set out in the previous institutional plan TU Delft – Strategic Framework 2018-2024. The subtitle “Impact for a better society” was then used.

The underlying goal of the plan is to keep the TU Delft ecosystem vital in the long term. The ecosystem of our university consists of the people, facilities, and companies that work together to achieve TU Delft's mission.
In recent years, the environment in which we find ourselves has changed significantly. Consider, for example, the impact that the COVID-19 pandemic, numerous geopolitical developments, or the rise of AI have had.
The priorities and initiatives outlined in this plan should ensure that together we are better prepared for external developments and should allow us to more easily adapt to a changing world.

This institutional plan provides a synthesis of ongoing discussions about the future course of the organisation since 2020. It builds on the course described in Strategic Priorities TU Delft 2022-2024 and integrates the outcomes of recent strategic discussions.
Various topics have been widely discussed, such as the impact of the COVID-19 pandemic, data and digitalisation, and TU Delft's ambition to even better meet society's need for highly educated people with a technical background.
In the autumn of 2023, a broad spectrum of internal stakeholders was asked whether the course outlined here for the coming years was recognised. Much of this input has found its way into the final version of this institutional plan.
Finally, the usual decision-making procedure was followed with the Participation Bodies and the Supervisory Board.

The plan introduces four priority themes aimed at keeping the ecosystem vital in the long term:
- Expanding the scope
- Improving quality
- Broadening engagement
- Strengthening resilience
The 16 strategic initiatives within these 4 priorities have been selected based on the discussions and consultations that have taken place over the past 3 years.

The institutional plan refers to (development of) concrete sub-plans. Ownership for these sub-plans is or will be vested in relevant services, faculties, and departments within the university. Progress towards the realisation of the Strategic Agenda (and sub-plans) will be regularly discussed by the Executive Board in periodic meetings with the deans of Faculties, and also with the Participation Bodies and the Supervisory Board. In the context of the planning and evaluation cycle, this agenda is one of the components of the spring and autumn consultations between the Executive Board and the Faculties.

The institutional plan provides a strategic vision for the coming years and describes who and what we are, and want to be, as a university and as a community. Depending on your position and role within the university, the contents of the plan may affect your work. Furthermore, the plan provides a framework for reflection on whether there are connections with your own work, and how the underlying ambitions, priorities and initiatives described in the plan can be given substance.

The previous institutional plan was published in 2017. In the meantime, a lot has changed from the COVID-19 pandemic, the rise of AI, to various regional and national developments in the socio-political environment. The period in which the previous institutional plan was formulated could still be considered as being relatively predictable and stable, but we currently find ourselves in an uncertain and strongly dynamic environment. This environment requires a flexible approach and a lot of adaptability.
This plan is no longer categorised around traditional pillars of the university (education, research, valorisation, community), but introduces several overarching priorities. The underlying message is that these pillars cannot be seen separately. Together we must work on our future, which may also mean that substantive topics are given more or less priority depending on changes in the external environment.
