Ir. A.R. (Arnoud) Toering
Profile
Arnoud is a PhD researcher at Delft University of Technology. The PhD research aims to better understand the strategic decision-making around complex networked infrastructure. The focus will be on Open Strategy practices for different infrastructure agencies. We adopt a system-of-systems perspective of complex infrastructure to explore opportunities for integration, contributing to a more open and robust society. The research takes place at the TU Delft and NGinfra (https://www.nginfra.nl).
Before starting his PhD, Arnoud worked at CGI Netherlands where he co-authored a paper for the Topsector Logistiek and was involved in large public-private programmes centred around complex infrastructure such as mobility and logistics.
Arnoud obtained his MSc degree Complex Systems Engineering and Management from the TU Delft.
Research
The PhD research aims to better understand the organizational processes of strategic decision-making in complex networked infrastructure. The focus is put on the perspective of different infrastructure agencies. Therefore, the research takes place at both the TU Delft and Next Generation Infrastructures. At the faculty of Technology, Policy and Management we focus on decision-making, change and coordination of and in socio-technical systems while at NGI we focus on cross-sectoral challenges of the Dutch infrastructure system.
