Biography

Public-Private Partnerships Specialist and systems thinker. Climate and water finance thought leader.   

Mónica Altamirano serves as WaterEquity’s Infrastructure & Climate Consultant. She leads the integration of climate and water resources management principles into investment decisions and identifying policy changes to enable increased investment in water. She brings 18 years of expertise in water, climate, and Private-Public Partnerships (PPPs).  As independent consultant, she is associated to the NOW Partners alliance of experts and investors accelerating the shift towards a regenerative economy. She is Senior Honorary Research Fellow at Delft University of Technology, Faculty of Technology, Policy and Management. With 18 years of global experience in Private Public Partnerships (PPPs), she is a multidisciplinary leader who has advised governments and multilateral development banks worldwide on how to catalyze private sector investments in infrastructure, water, climate adaptation, and nature-based solutions. She applies the economics of infrastructure provisioning and systems engineering to facilitate complex multiparty financing. Her work aims at making the transition to a regenerative economy financially feasible for developing countries. 

Mónica is a Steering Committee Member of CPIC (Coalition for Private Investment in Conservation), and member of the WEF Infrastructure 4.0 Initiative, the European Task Force on Governance and Finance of Nature-Based Solutions and the OECD Roundtable on Financing Water. 

Her research and consultancy work focus on working with public, private, and financial sector pioneers in shaping processes of systems transformation and the creation of an enabling environment that will finance a just transition and building a bridge between the aspirations of impact investors who want to enable the financing of transformation projects and local communities wanting to leapfrog to a new more regenerative economic development model.  

Previously she worked as PPP specialist for the Netherlands water institute, Deltares, and as advisor to the Netherlands government International Water Affairs team. 

Monica holds a PhD in Economics of Infrastructures and a MSc in Systems Engineering, Policy Analysis and Management from Delft University of Technology.
