Natural gas is the prime source of energy for heating in the Netherlands. The city of Rotterdam aims to shift to an alternative to natural gas. Interestingly, the energy transition in Rotterdam is combined with a social transition: next to energy objectives, themes like reducing poverty or improving the quality of living are high on the agenda. As a result, the municipality opted for a neighbourhood-level approach, with room to differentiate based on neighbourhood characteristics and local issues. Our speaker Ellen Minkman explains how they went about to identify the best neighbourhood approach. In 2019-2020 a team of Erasmus University Rotterdam closely monitored how citizens were invited to participate and how well social and technical objectives went hand-in-hand. Ellen will share insights from how to select the best next-door approach and how it can scaled up while still being feasible and affordable for the city and citizens.

Ellen Minkman


Ellen Minkman studied Civil Engineering and Science Communication at TU Delft. In 2021 she obtained a PhD in public administration at Erasmus University Rotterdam. Currently, Ellen Minkman works at TU Delft at the faculty of Technology, Policy and Management. Her main research focus is water goverance and climate change adaptation. She has previously worked on projects around citizen participation as well as policy transfer and policy learning in delta management.
