Citizens are often involved too late in the value considerations and concrete policy choices. If the government does involve citizens, it often only opts for time-consuming forms such as residents' evenings. Often only people with a strong opinion come to that and usually only the opponents. In a careful participation process it is important to also give other citizens the opportunity to express their opinion. In practice, we see that this is possible through online consultations in which citizens from the 'quiet middle' pass on their values, preferences and concerns in a safe way. They often appear to have a nuanced opinion and they can form the connecting factor between supporters and opponents. Especially if the different groups appear to share common values.
