An adaptive strategic framework

Exploration of new upgrading strategies in Bogotá, Colombia

This graduation project explores an alternative assessment and planning framework as an opportunity to improve the current upgrading strategies in Bogota, Colombia. The proposed model aims to increase the adaptive capacity of the diverse vulnerable environments, and their systemic interrelations with the formal urban structure, by redefining the current overview of the vulnerability and risk conditions as potential lines to improve the particular realities through a correlated socio-ecological approach. This, in order to achieve an evolutionary social and environmental integration of the fragmented and segregated border areas within the formal city structure of Bogota in a long-term perspective.

The proposed model will guide a collaborative process between different actors, in which over time the evolutionary construction of dynamic multiscalar proposals will redefine the role of nature and the role of formal and informal actors as co-agents in the development process of change. As a result, the decentralization of the decision, evaluation and design process will, on one hand, respond coherently to the specific needs of a context and, on the other, provide the community with the necessary instruments to integrate within the functional and structural dynamics of the city through an endogenous and locally based development approach. The proposed Framework, therefore, is not a definitive and static project. It is a dynamic tool used to reveal and enhance the local opportunities in informal environments and therefore co-define more resilient socioecological interventions in a collaborative process through time.
