Book Launch with Dr. Adam Henschke

On 25 September, Dr. Adam Henschke visited TU Delft | Campus The Hague to launch 'Ethics of National Security Intelligence Institutions‘ and 'Cognitive Warfare: Grey Matters In The Ethics Of Information Conflict.'

The event, hosted by The Hague Centre for Strategic Studies (HCSS), TU Delft Safety & Security Institute and the TU Delft Digital Ethics Centre, included presentations of the two books by Dr. Adam Henschke, Assistant Professor at the Philosophy Section of the University of Twente and reflections on them by Sofia Romansky from HCSS and Nick Johnston from the Digital Ethics Centre. The discussion led by Professor Jeroen van den Hoven brought an ethical perspective to Intelligence, Surveillance, and Cognitive Warfare. Some of the questions discussed were: What does the concept of just war mean in intelligence? Dr. Henschke believes that intelligence services should be held institutionally responsible and talked about the dilemmas such as intelligent services needing to be more transparent to be more trustworthy. Also, what is the effect of the use of new and emerging technologies such as face recognition? And what is the impact of (dis)information in information warfare? Also, the state of current democracies with people believing in their own bubbles with institutional disagreement on what is a truth or a lie was discussed.

The questions and perspectives of the audience, coming from a variety of fields, were highly valuable. These developments in war and intelligence have, for example, legal implications and raise new challenges for security companies and governments.
