Lucy's research is focused on the sustainable governance of urban service delivery, in particular housing and waste management, primarily in cities of the so-called Global South. She looks at how coalitions of state and non-state actors provide urban services in ways that meet both environmental/climate and social/developmental objectives. Lucy makes use of theory from sustainability transitions, development studies and critical geography.
